Bridge piers are the main components used to resist lateral force. Reinforced concrete piers early built, because of recognizing the problems of shear and ductility incompletely, pier stirrup is significantly lower. In the previous earthquake, reinforced concrete piers occurred shear or flexural -shear failure. This paper aims to analyze the deformation of reinforced concrete piers which occurred flexural-shear failure based on column test specimen, and to assess the reliability of the stirrups for ensuring ductility of reinforced concrete bridge piers in the《JTJ 044-89》and《JTG/T B02-01-2008》In the PEER column database, selected 24 rectangular and 15 circular cross-section of the pier specimens, they all occurred flexural -shear failure. Proposed methods of identifying shear strength, flexural strength and deformation based on hysteretic curves, further make use of statistical methods, analyzed deformation and the stirrup of these specimen. Main knowledge as follows:(1)Make use of limiting displacement drift formula with a guaranteed rate of 85% obtained by the flexural failure, when this formula used in the flexural-shear failure pier specimen, results will be somewhat unsafe.(2)When 2% limiting displacement drift is the evaluation of the target (Low-risk zone for earthquakes), the(JTJ 044-89)and (JTG/T B02-01-2008) meet the requirements of deformation capacity;(3)When 3% limiting displacement drift is the evaluation of the target (high- risk zone for earthquakes), the stirrup requirements in the (JTJ 044-89) are somewhat insecure for rectangular cross-section and circular cross-section; the stirrup requirements in the (JTG/T B02-01-2008) are somewhat insecure for the rectangular cross-section, but it meets the requirements of deformation capacity for circular cross-section;(4)The formula used in pier plastic hinge zone about stirrup proposed by group,achieved the desired deformation on the whole.
