The high initial irregularity of ballastless track must be ensured during the track maintenance, meanwhile the high smooth track will appear deformation and displacement when the railway is in use, the track's geometry status must be checked promptly in the onboard clearance. So we must use high precision surveying instrument to regulate the rail and slab position. In this paper, we developed a 3D checking system which was named CTL2006A on basis of comparing and absorbing foreign technologies. This system has the advantages of portable, intelligent and high-precision and the independent intellectual property rights, also it can provide lots of social and economic benefits in the development of our country's high-speed railway.The paper take high-speed railway engineering survey as an entry point, then discusses the shortcomings and shortages of the traditional railway suvey. Based on the requirement of ballastless track's adjusting and checking, we proposed a design scheme about the integration of track internal geometric parameter measurement and external geometric parameter measurement, then constructed a theoretical system for ballastless detection. At last we set up a mathematical model for the 3D checking system.A design for the system's architecture, technology, function and system interface was produced in the paper. Also the key technology problems such as automatic observation on free station, wireless communications, data post-processing and their solutions appeared in the development of three-dimensional were studied, finally we carried out a software system based on Visual Studio.NET platform.At the end of the paper, errors which may occur in the three-dimensional checking system and their classification were discussed. The system carried the robust solution of Herlmert variance components estimates to eliminate the influence by random model error and gross error in the station adjustment. Also I put forward some solutions to weaken other errors'influence. Based on the related experimental data, an uncertainty analysis of internal geometry parameters measurement was evaluated, and an accuracy analysis of external geometric parameters measurement which was influenced by the CPIII reference points' accuracy were taken under the least square collocation method. The evaluate and analysis result shows that CTL2006A type three-dimensional checking system for ballastless track have the same precision level with foreign products, and it can completely meet the needs of China's ballastless track adjusting and checking work in high-speed railway construction.
