Ever since the establishment of the first urban planning exhibition center in 2000---Shanghai Urban Planning Exhibition Center, the construction of exhibition center of its kind has successively sprung up in many other cities in China for the building strives to function as a public location to communicate with the citizens, government and city during the evolution of cities, and as a container for the change of urban culture and development. Nevertheless, the politicalized image, powerized operation and simplified function thereof have impelled the same into a plight, primarily due to the loss of the building's publicness.This paper describes the design process of the Urban Planning Exhibition Center located at Zhengdong New District, Zhengzhou City in a detailed manner. At the very beginning of the design, the strategy of publicness and openness is adopted to correspond to the city background of Zhengdong; then during the project design, the building publicness is realized by the elevated ground floor and public meandering through the building with the conflict arising from the juxtaposition of the public space and the exhibition center subject to continual adjustment so as to achieve a dramatic space which integrates abstract with realistic aspects; and finally, the project is further deepened to be constructible by means of the working drawing design. The whole process has thus accomplished the criticized practice by offsetting the loss of publicness of public buildings, which is deemed as the chronic illness affecting the urban development in China.The last but not the least, the paper makes a methodology conclusion on the basis of practice by summarizing the general design approach to achieve the objective of urban public vigorous space; at meanwhile, it is hoped that this paper could provide some reference for the design of other urban exhibition centers and general public buildings so as to promote the publicness of public buildings as a whole.
