It was known that water can directly supply from the high to the low, otherwise excess energy was required, this was the so-called "water quality level" which based on the principles of atomic energy level. Water supply and drainage networks was overall planned and water resources which means low-quality low-use and high-quality high-use; it was achieved by combining with (GIS Geographic Information System). Water recycling system was builded on the concept of wastewater resources. The keys of the new algorithm proposed in this study are: (1) Water quality and different water sort was classificated with atomic energy levels, with hierarchical cascade order to protect water quality. Water level classification concidered industrial and municipal the service water,the feasibility was judged in accordance with scheduling possibilities of similar region. (2) Water level and water-well layer mathematical model of water balance was established with the mathematical methods of artificial neural networks, and it was used as integrated correlation matrix to minimize the total processing costs, to avoid over-processing and high-quality low-use, under meeting the water demand. (3) In the point location and alignment design process which used computer application software based on geographic information systems (GIS), pipeline distance was real-time calculated, delivery and operating costs was assessmed delivery,it was for setting programme and comparison cording to this mathematical model. Compared with the method of existing water integration system, the new theory have unique advantages. Compared with water pinch, the new water quality classification have a comprehensive considerations.Mathematical programming method is a black box model, while the new algorithm is calculated by EXCEL's programming, it's simple and easy to understand. The new theory divided water to more levels compared to the internal water, can achieve complete water recycling in the area. Maanshan Iron and Steel New Area as an example to further explain the theory of usage. The new theory of the recycling program has obvious advantages compared with the existing local water system on the water reducing the ecnomy and profecting pollution.The applying of the new algorithm for wastewater Reducing with optimization programming was explained by the New Zone of Maanshan Iron & Steel Company, it cannot be directly applied to other regional water programmings.It shoud be applied on the full investigation,being combined with the specific situation.However,the mentality and methodology in this research do have referential value in the planning of regional water utilization and practical significance in the exploration of new methods in regional water recycling and wasterwater reducing. It also provides a theoretic basis for the exploration of new arithmetic methods in the design of wastewater reutilization and the programming of regional water recycling. it was practically significant in the exploration of new methods in regional water recycling.
