Steel Fiber Reinforced Concrete (SFRC) is used extensively for the defense engineering ,since it has good impact resistance and anti-blast, and obvious anti-penetration performance. Research has shown that SFRC is closely related to fiber content, length-diameter ratio, the strength of concrete, and fiber distribution..High fiber content, large fiber length-diameter ratio and well-proportioned distribution are beneficial to the strength. This research integrated 3D braiding technique and slurry infiltrated technique to develop 3-D braided steel fiber reinforced concrete (3D-BSFC),which fiber highly charged. The fiber content are raised and fiber continuous uniform distribution and orthogonally distribution can also be achieved. Braided steel fibers can work integrally. The enhancement effect and toughening effect of the fiber gave a full play. One of the manufacturing technique of making 3D-BSFC is the steel fiber was layed arrangement by labor assisted and then injecting slurry into mould. The other technique is braiding 3D steel skeleton in the mould, and then infiltrating slurry. The specimens of 3D-BSFC with steel fiber volume content of 5% and 10% were prepared. The static and the dynamic menchnical behavior of 3D-BSFC is invested by a multifunction servo-controlled testing machine and SHPB .The bar diameter of SHPB is 75mm.The mechanics performance parameters and the stress-strain curved of 3D-BSFC have been got. The function of fiber content and strate-rate on the mechnical behavior and failure patterns of specimens are studied. In the quasi-static exprement, the loading direction and production process on the compressive strength, toughess of 3D-BSFC are studied. On the he quasi-static exprement curves, the constitutive equations of Muqiu Yang's was used to fit the stress-strain curves. The parameters of the constitutive eqution have been got.According to the basic characteristics of the experimental stress-strain curves , ZWT constitutive model was further amend. Then it was used to fit the dynamic stress strain curves. Results showed that:1. The highest compressive strength of 3D-BSFC is 2 times more than SIFCON of the foreign.2. The experimental results show that 3D-BSFC is a mterial with obvious fiber reinforcing and strain-rate harding.3. 3D-BSFC displayed sensitivity on loading direction. The influence of manufacturing technique to the compressive strength is not obvious. The second manufacturing technique is better on the toughening effect of the fiber.
