With the development of economy, residential area has become the main inhabiting pattern all over the country in recent years. All kinds of high-grade residential quarters distribute throughout all corners of the city. However,illegal and criminal activities which happened in residential area are becoming more and more and people pay much more attention on the problem of community security. The effectiveness of community security system will be not only directly affect people’s life and production quality, but also has certain influence to social security. Therefore, a sound and efficient community security system is very important for people’s daily life. As an important component of community security system, residential area monitor directly determines the quality of the whole security system, so, this article carries on the thorough research and analysis in community monitoring system. In general, almost all of the traditional security systems are based on single chip microcomputer in considering of their cost and other factors, these systems has some drawbacks in scalability, flexibility, etc. Combined with the advantages of embedded system and widespread application of network transmission technology, this paper proposes a scheme of neighborhoods remote monitoring based on ARM, all remote monitoring functions are designed by transplanting corresponding operating system to the hardware platform.According to the demand of current residential area monitoring system, this article first chooses Forlinx OK6410 and Bluelover s6 camera as the core during the development. By transplanting Linux to S3C6410 processor,program of video acquisition、coding、transmission are designed. The raw data of monitoring scene is gathered by using V4L2, and the data is coded as h.264 stream through MFC. Then, based on the real-time transport protocol UDP,network transmission is completed. The remote viewing is finally realized through transplanting the embedded Web server boa on the client side.As the result of community managers are the eventually practitioner ofmonitoring system mostly, man-made holes cannot be avoided, which must be lower the quality of security. In addition to design community remote monitoring system, in this paper, the dynamic target detection is studied, and the function of target detection is added through the use of background subtraction method. In order to reduce the influence of external factors, this paper made corresponding improvement in background update, by adjusting the algorithm parameter?, the background can maintain stable and update.This area monitoring system has some merits as high level of integration,low cost, low consumption and so on. The test result shows that the system is stable and monitor screen is fluent, dynamic target detection is good, all these are well meeting the design requirements.
