Now the invading targets coming from low altitude and super low altitude is still one of the four threats that hasn’t yet been solved effectively by radar systems. For the sake of enlarging the detection coverage of radar systems and improving the radar systems’ surveillance、racking and identifying ability to the targets that are flying on low altitude and super low altitude. Surveillance radar systems on diversified air flat rooves come into being. Because among these air flat rooves that are lighter than air don’t need emitter and racetrack, need little power, can settle in sky for longer time, need less expenses of circulating and transmitting, they catch more and more people’s eyes. Stratospheric airship radar system can raise up to the altitude of 20000 m and accomplish space detecting, information gaining, transmitting and commuting,Its visual field reach 583 km、its detection coverage reach 355000 km2(between- 60°and + 60°).Its peculiarity of approximate stillness and long time navigating is especially avail to survey the given areas for a long time. Stratospheric airship radar system can enormously improve the ability of radar net to confront the invading targets from low altitude and super low altitude.The technical characteristic and tactical performance level of the stratospheric airship radar is restricted by the stratospheric condition、the stratospheric airship’s carrying capacity、power supply and cabin cubage and current developing level of radar industry etc. So, beside its basic function of long-distance low altitude surveillance, the stratospheric airship radar must take the restriction from stratospheric condition and the stratospheric airship into account. Forming as sharp contrast to low altitude airships’ better carrying capacity, stratospheric airships have poor carrying capacity. So stratospheric airship radar must be less weight and need less power supply. It’s the most important problem in stratospheric airship radar design that the conflict between less carrying capacity, power supply of airship and more power expended and larger antenna size of radar to satisfy field of vision supplied airship.Depending on the research about the stratospheric condition and the stratospheric airship condition, This paper presents the basic characteristic that the stratospheric airship radar system should have, puts forward the key technology when it come into being need be solved, makes certain its design rule and investigating way. The manufacture schedule of stratospheric airship delays the investigation about stratospheric airship radar system. Along with the development of the airship stuff、boosting device、power system、pose control etc. Stratospheric airship radar system has more probability come into being. So,this paper presents a stratospheric airship radar system design scheme that can be fulfill in the near future and can use as demonstration. This design scheme use overseas technology of stratospheric airship for reference, make use of the fresh research of airbrone radar and uerostat radar. According to flat roof request, it is optimized on radar form, working, cubage, weight, machine structure design, machining technics etc.
