Urban river is the most important ecological corridor of a city, the water and green and green belt around the river bring the fresh air to the city, the development and construction of waterfront is the engines of urban development,which make the surrounding regions into the most of active area of economic cultural and leisure activities. Rapid development of the urbanization process takes the river into the center of city from the edge of the city, makes the original rivers, culverts to be delivered from oppression. These channels are an important part of urban water cycle. And the fluctuations of water level are common for its safety functions of flood control. Therefore the research on the changes of water level of urban river is around the corner. The development of urban river construction changes rapidly, with the progress of science and technology, human’s ability to control urban river is more and more strong for a various means of engineering technology.Construction of modern urban river, requires urban rivers to assume the functions of security, landscape, ecology, etc. Key content of this article is research on landscape planning of urban rivers under the water level changes. In order to solve the problems from origin, I introduce the concept of urban river riparian zone. Summarizes and analyzes the composition, features and functions of urban river riparian zone, and analysis the problems of construction of urban river which is caused by the changes of water levels, refer to landscape, ecology, hydrology, etc. The author proposes the theory framework to answer problems and concludes effective technical measures for construction of urban river under water level fluctuations.This paper firstly analyses the composition of urban river landscape, and study on the nature, characteristics of urban river riparian carefully. And summarizes the problems about landscape planning under water level changes of urban river, based on domestic and overseas research on successful cases of this problem. And analysis the problem with the method of contradiction analysis. According to the current problems, puts forward the functional objectives of urban river landscape planning under the water level changes. Subsequently, study on the method and principle of urban rivers landscape planning under the changes of water level deeply. And construct the theoretical framework of urban river landscape planning and design. Finally, take landscape planning and design of Tuhai River in Liaocheng as the research object, specifically illustrate the application of above theoretical framework in practice, and check out argumentation framework throughout the practice.Finally the author summarizes the way of urban river construction under changes of water levels. Construct efficient and healthy water circulation system, make the water levels changing from 1.5meters to 2.0meters based on the use of rubber dam,than promote the development of the CBD. In order to meet the water demand of city residents and reduce the influence of hydrophilic, according to the rules of water level changes, set up Zhanqiao style viewing platform, waterfront path, woodland terrace, wooden foot way and so on. Plant the suitable aquatic plants for the vertical distribution to form a wild animal habitat. Following the movement characteristics of the river, select the natural shoreline and straight shoreline. In order to ensure the City River riparian zone in connectivity, choose natural type revetment mainly. Such as the grass slope into the water, aquatic plants occlusion, rockery stone with aquatic plants, local pressure rocks, etc. In order to ensure that the modern waterfront landscape has its characteristics, need indepth digging the local city folk customs, history and culture of urban river.
