A Study On Government Behavior In The Protection And Development Of Jizu Mountain Scenic Spot

As a new industry, tourism has a great development potential, which can bring great benefits to the economic development of the country and the local, and it can also achieve the goals of developing and utilizing resources and protecting environment. China’s government who take charge in the management of tourism industry, has changed from the government as the management model of the main body, to the decentralization of public management mode. But the management mode is still in the exploratory stage, it appeared many problems in the actual operation and management : management is not in place, planning is not reasonable, developing in blind, resources will be wasted and so on, in a certain extent hindered the development of scenic spots, and even had a bad influence. The study starting in the protection and development of scenic and take the government behavior in Jizu mountain scenic area protection and development as the research object, trying to identify the government behavior and put forward the countermeasures and suggestions to improve the Jizu mountain protection and development.In the course of the study, it has divided into three stages: finding problem, analyzing problem and solving problem. From the related concepts and theory of government behavior, combined with the current situation of Jizu mountain scenic spot, consult to related information, to visits the related area, analysis the domestic and foreign management models of tourism attractions, to find the government behavior problems in protection and development, put forward corresponding countermeasures and suggestions. In this paper there has five parts, the first is the introduction part, expounds the reasons for choosing the topic, research significance, collation and analysis of the research status at home and abroad, introduces the research contents, ideas, methods, innovation and deficiency, and then explained the related concepts and theories. The second is the status quo of the protection and development of Jizu mountain. First to introduce Jizu mountain of its geography, history, and religious, after to sort the situation of Jizu Mountain Management and operation mechanism of the evolution of the sort, finally has carried on the analysis to Jizu Mountain in the protection and utilization of the government behavior. The third part is the problems and reasons of the protection and development of Jizushan mountain and put up the existing problems of the government behavior, and in-depth analysis of the causes of these problems. The fourth part is the suggestions to its protection and development, which is the core. This part on the theoretical basis of the previous three parts, contact the actual situation of Jizu mountain and proposed countermeasures and suggestions to improve government behavior on the governance of the Jizu mountain protection and development. The fifth part is the conclusion, the full text of a summary, this part illustrates the Jizu mountain of the protection and development, should be under the government’s leading, establish a sound management system and mechanism, strengthen the construction of talent, combined with its own characteristics, create a Jizu mountain characteristics development road.Scholars in our country haven’t launched a special study or a systematic academic discus on Jizu mountain protection and development, but there has more news reports. Because of this, this article attempts to investigate and research on the government behavior on protection and development, to realize the innovation and has certain theoretical significance and practical significance in Jizu mountain development and government management.
