Based on the characteristics and potential ability of electricity consumption of urban and rural residents in jiayuguan and jiuquan, and on analysis of electricity consumption of heavy energy-consuming enterprises, in this paper, the author has studied the application of power demand-side management technology.. First of all, in this paper, power volume prediction model of demand-side management has been established so that the quantities of sale of power and power consumption can be predicted exactly and scientifically, which supply efficient and feasible base for management departments of power consumption to estimate the states of power consumption of all kinds of consumers and increase their potential ability of power consumption. Secondly, according to the anniversary statistic data and the questionnaire of residential electricity consumption in jiayuguan and jiuquan, in spite of rapid development in recent years, the overall electricity consumption level is still low, the residential electricity consumption in two zones only reach 75% of national average level, at the sametime, there exist great difference between urban and rural areas. It is imperative to carry on effective policies to rise residential electricity consumption volume, maintain firm increase of residential electricity consumption in urban areas and actively explore the power market in rural areas. Thirdly, having read large number of related documents and studied new concepts, dynamic trends and theories about production and management of power energy, the author has made investigation of consuming characteristics and behaviors of heavy energy-consuming enterprises so deep that the key problems which are commonly cared by both sides of power suppliers and consumers. On the principle of basing on practices and mutual-benefit for both suppliers and consumers, the author has made deep analysis of related problems and drawn beneficial conclusions.
