The transportation of liquid bulk chemicals has been fast developed since ships' re-equipment from oil tanks to chemical tanks in America,Japan and so on in 50's.meanwhile.it brings us a lot of negative effects.The environment pollution is the most important one which caused by liquid bulk chemicals transportation.I select dissolub, light and conservative substances as objects in this paper.Using difference-finite element method which synthesizes respective strong-points of finite- difference method and finite-element method,established mathematical model of tide current and pollutants diffusion under the effect of wind-drived current. At last,I confirm the feasibility of this model by a example.
