The Paper met the need of national rural power system changing project, in order to improve the operation levels of the rural power system and analysize rural small-scale generator's electric parameters after they were breakdown. We cooperated with COSLIGHT electric group of Harbin, according to the corresponding standard of trouble dynamic record technological criterion of power system which was issued by the country, developed a kind of fault recording system which was suitable for rural small-scale generating set and low-voltage transformer substation of our country.The system was made of measure and control unit, CAN bus, processor unit. The measure and control unit adopted 16-bit processors of Siemens Company C167CR-LM which was high performance, it included CAN bus controller that can communicate with processor unit easily. Measure and control unit adopted 16-bit, high-speed A/D converter, it can guarantee the speed and precision of alternating sample. The part of Communication adopted CAN bus to transmit the data, it was suitable for real-time control and can guarantee dependability. It adopted the CAN bus adapter of YAN-HUA company whose type was PCL-841 to communicate with processor unit The processor unit adopted industrial PC , which can guarantee the system work well for a long time. The measure and control unit adopted embedded real-time operating system, it made systematic response time reliably, and it simplified the difficulty of designing program and file management, and improved the programming efficiency greatly. The measure and control unit adopted project C language developed, it raised the readability and portability of the software. The processor unit adopted powerful main product of Microsoft VC ++6.0, Because both windows operating platform and VC6.0 supported multi-thread mechanisms , it can analysize the different tasks at one time. Thus it could reach the designing requirement.After the comparison with many algorithm, The paper chose alternating sample algorithm , and we also proposed a kind of Fourier Algorithm on the basis of dispersed Fourier Algorithm and its fast Fourier Algorithm, It improved systematic operation efficiency greatly ,and made it can be used online among the practical devices.The system adopted module design, which was the foundation of upgrading and expanding system.The fault recording system has been used in the oil and chemistry factory of TianJin, it worked well.
