A pavement management system(PMS) is developed to assist decision makers in finding strategies for providing evaluation and maintaining pavement in a serviceable condition over a given period of time, with use of a computer. Pavement management system was divided into two generalized levels: network and project. The agencies of transportation pay little concern on the research of pavement condition, so data bank about pavement condition in our country is limited. Highway's management and maintenance in our country based on "one road one company", "who invest, who maintenance, who benefit". This specific system has different with the conventional network and project PMS. So this paper proposes the structures and methods of freeway PMS. This system is composed of performance evaluation, performance prediction, maintenance decision, pavement geographic information system and so on.Specially, in performance evaluation module, road segment affects the precise of the result of evaluation and the method of building system. It is the base of the performance evaluation. Conventional segments have difficult in reflecting the random of the pavement deterioration. Based on previous research, the author proposed a method which is suitable for pavement deterioration. Pavement condition data have character of gray, so gray cluster principle is used to evaluate pavement synthetic performance. The low significant was discovered using the method. A new method based on significant and reliability analysis is discussed. What's more, the result of calculated by several evaluation methods are studied. At last, a method is proposed to evaluate premature deterioration. That is, the rates of crack and distress are discussed separately. In performance prediction module, the forecast method is mainly regression, which is based on the big sample. Those methods require vast data bank, so they are limited in prediction of highway pavement performance. Therefore, this paper uses the gray theory based on metabolism principle and constructs the performance prediction model with the same-dimension recursion GM(1,1). Because the performance has the uncertainty, Markov chain is proposed. Transition probabilities matrix is the core of the prediction of highway pavement performanceusing Markov prediction method. The author advances a method of inverse matrix. In a word, these prediction methods not only require limited data bank, but also have self-adaptability and dynamic trait. These traits are suitable for the actual condition of our country. In the maintenance decision module, given to the current condition that the maintenance is separate from the economy, this paper proposes the maintenance criteria related to economy and maintenance methods. In the pavement GIS module, because the current PMS mainly adopts the conventional tables, which have invisibility and no spatial analysis, this paper constructs the entity models, spatial data, property data and realizes the dynamic segment. At last, the author points the idea of constructing the software with Arcview.Finally, this paper summarizes the development of an evaluation and management system, and builds a pavement management system based on GIS for north segment Guangyuan of National Highway 108. At the same time, the conclusions of asphalt pavement management system are presented and the potential prospects in this area are discussed.
