DAS (Dispatch automation system ) has been installed in different levels of dispatching centers in power system, especially which are based on micro-computers. Because of its high performs/price ratio, DAS can be used on regional and provincial dispatching center. Only when dispatch host computers are furnished with state estimator and on-line flow, not only security detection but safety analysis and economic operation can be realized.It has been about thirty years since state estimation in power system was researched. There are kinds of contents, for example state estimation, bad data identification and network wiring identification. During these years some of them have been developed more perfect and other such speeds and robust of arithmetic need more researches. On the advantage of the parallel of artificial neural network, ANN has been applied to other subjects. As far as state estimation in power system is concerned, continuous Hopfield network is the best choice tosolve the optimization. There are two methods of realization of the network. One is to construct a circuit and the other is to program. In the paper, the method I is simulated under MATLAB and the method II is realized in C.The main work of the paper aims at a kind of electric network which includes leverage measurements. According to this characteristics, some new estimators have to be considered. Leverage measurements were introduced into power system from factor space in 1996, which are crucial to estimations. Some measures have been taken to solve the shortcomings when the bad leverage measurements came. When there are many bad leverage measurements, the identification of them is very difficult because of shield.
