Following the improvement of our economy and living standard, the capacitance of power system is increased rapidly. The alteration of city and country power system will bring the power supply ability to a new level. Especially, the widely use of power cable cause the capacitance to earth doubled, and a cutoff of some lateral line has comparatively larger effect. So, many arc eliminating coils have not been satisfied with the requirment of modern power system, because of their outdated tuning method, small tuning scope and slow tuning speed. In the recent years, many capacitive current automatic tracing compensations have emerged as the times require.In this paper, a new technique of stepless inductance change controled by IGBTs is proposed, which can not only change inductance quickly and smoothly, but also generate harmonic current to detect the capacitance to earth as required. New designed auto tracing arc eliminating device based on this technique contents more technology, which has sample circuit, wide tuning scope, quick response and low noise.This paper firstly introduces neutral grounding histroy. By analyzing the syntony grounding theory, the transient and stable process of one-phase grounding fault, the threaten to secure run of power system and the importance of exact compensation for capacitive current are cognized. Following this, the theory of new stepless inductance change technique is discussed in detail. The given data of both simulated and true circuit test show that this new method is exact and feasible. Finally, the circuit of new arc eliminating device, the capacity detect method and the flow chart of its control program are proposed.
