Invite pubic bidding and bid are the important mode of project contract, and will be adopted mostly in the electric power construction in the future. In accordance, the studies of computer aided bid decision are of great value. However, a little research has been carried out at present. So this thesis took the bid evaluation decision as investigation object and tried to adopt intelligent information technology in decision-making and software engineering in the realization intelligent bid evaluation system as well.Firstly, an analysis of expert appraisement method was made, main flaw was indicated, amelioration suggestion was brought forth and a new bid evaluation model has gotten. And the main four indexes of bid price, project time, project quality and enterprise aptitude were combined into three as financial, technical and commercial aspects, which weaken the relativity of index. Then index weight calculation using AHP is addressed and so did fuzzy mathematic method that works out the bid synthesis assessment. At the same time, an instance that narrated the steps and method was given.A particular description on how to realize the computer aided bid evaluation was made from design and implementation aspect. In the application of agent development methodology, especially under the guidance of Gaia method, role types were drought from the bid evaluation activity. Then the blackboard-oriented role communication mode and principle statements expressed in KQML were designed. Eventually, a deliberative agent adopted in bid evaluation was figured out by using analogy method. This kind module shows the agent character of autonomy, social ability, reactivity and pro-activeness, and its task-based mechanism resembles the expert thinking practice.In the software implementation, process which is the operation system object was utilized to realize the function module, and thread in the process completes the task mechanism, then task set, database, status base, knowledge base were accomplished in the virtue of object-oriented technology. And communication principle statements which were defined according to model function restricted the content of communication. Following this, the blackboard which offers a share area for function modules was made by using distributed object. Finally, an administer program was built to fulfill the function modules management and harmony. Artificial intelligence, distributed object and programming technology were combined in this thesis. It's an instance of information processing application and development of agent technology.
