Along with the rapid development of national economy and urban construction, the scale of the city and the foundational construction in the city enlarge constantly, the management in city is complicated day by day. As various factors to cause fire in the city increasing, the fire in city, especially the great malignant fire frequently occurs, which calls for many new tasks and high requirement to the fire communication and command works. Traditional methods and means cannot satisfy the needs of the city development. The main objects and points of this thesis are as following:1. The development course and trend of the municipal fire communication and command system in our country are analyzed. Based on the advanced computer software technique, according to the 《Design Standard of fire communication and command system》 of the National Standard-GB50313-2000 and concrete conditions of Mianyang City fire fighting detachment, the construction objective, the rule of design, the general structure and process flow of the fire communication and command system in Mianyang City are planned, and the requirements of the main functions are also put forward.2. As the speed of response is the main requirement of the function, the concrete design objective and the design train of thought has been putforward, the concrete implementing method of the main function module, fire alarm acceptance subsystem and fire alarm terminal subsystem are described, as well as the concept and implementing tactics of distributed processing.3. The geography information system of fire fighting is the important component of the city fire communication and command system, which is the base of " digital fire fighting ". The requirement of design of the geography information system and major characteristic of supports terrace-Mapinfo 7.0 are put forward. The data structure, function structure and the implementation step of the geography information system are described.4. Information is the foundation of the correct moving of system. Various kind of structure of fire fighting database, main function, implementing technology and difficult points in implementing technology of system of fire information integrated management are also described in this thesis.5. Finally, the concept of the Core Terrace of city emergency system is put forward in the thesis, the importance to lead into more intelligence in the fire communication and command system, as well as the significance of three-dimension simulation software in fire fighting are also described.
