In this paper, the merit and fault of methods of seismic design in current code and new problems appearing in recent years are analyzed, the introduction and developments of performance (PBSD) seismic design is reviewed. The formwork of PBSD is founded. It was believed that PBSD is more reasonable than force-based design, but displacement-based design method solve the problem of the process of design by the static method, not considering the influence of duration and hysteretic energy dissipation. Damage performance-based design still belongs to the traditional design method, the damage index is used to checking the structure of the degree of damage after the structure is designed.On the basis of these analysis, theory and method of direct damage performance-based capacity design is presented in this paper. The influence of the hysteretic energy dissipation is considered by the equivalent displacement in this method and damage index is used in the process of design. According to the different performance objective, the behavior of structure under the earthquake is controlled effectively. Then the deformation capacity of beams and columns is realized by the earthquake resistant constructional measure. Finally, a design examples shows that the design method presented in the paper is feasible.
