With the use of Central Air-conditioning System all over our country in recent years, the use of electric energy in different times is not very uniform which makes the shortage of electric energy at electricity high time, makes the electric-net efficiency decrease and becomes hidden danger to the safety of electric system. Facing this kind of situation, many district government formulate electric-price policy which is benefit to the development of Ice Storage Air-conditioning System(ISAS).Many problems deserve further research since development of ISAS in our country is not long. The author creatively advances a new theory about design strategy of ISAS on the base of wide reading, analyzes all problem involved in detail, and draws up computer programmes to realize this strategy. Details are as following.This thesis begins with the analysis of present operation strategies in ISAS, bravely points out the substance of operation strategy is design strategy since the calculation base is the design-day loads, analyzes the deficiencies existing in the present strategies and finally firstly puts forward the theory of optimal storage strategy, namely to abtain the optimal operation arrangement and optimal equipment capacity by the criterion of the minimum average year-investment cost on the basis of forcast load data and the elected control strategy. The advantage of this strategy comparing with the present strategies is that many aspects, such as load feature, rate structure, are all considered in it. The final equipment capacity derived from the optimal storage strategy not only can meet the need of design-day loads, but also can make the average year-investment cost minimum.The thesis then elaborates all problems related with the optimal storage strategy on the basis of concrete load data, makes up computer programmes to describe several relation charts which can easily find out the change relations between each double data and finally makes important conclusions.By wide reading and fully comparing the two control strategy--chiller-priority and storage-priority, the author decides to use storage-priority in the optimal storage strategy. Meanwhile, in order to find out the different characteristics of different control strategies in different ice-storage systems and to further research how to realize the control strategies, the author seperatelyconstructs a series of thermal and flux balance equations, works out computer programmes to portray charts and to find out the change laws of the several key temperatures.All kinds of flow charts and demands of automatic control for ISAS are summarized in the last two chapters on the basis of relative articles.The optimal storage strategy firstly proposed in this article is a new design concept for ISAS which is just at its baby stage compared with early used present design strategies. Putting the new strategy into practice depends on not only accurate forcast load data, but also the support of computer software. In addition, the election design for ice storage needs further research.
