With the development of power system and the increasement of the need in electric power, the reliability and safety of Power Plants is given great regard.Several power interruption accidents have taken place in USA recently, making great loss in economy and causing chaos in society, so it's necessaray to improve the reliability of the Power System.now the Three Gorges Project is being built in our country.The percentage of water power in resources must be increased in future.The research to improve the reliability of the water power plant can achieve much economic benefit and become a promising work.This paper present the basic theory of power system reliability, discuss the status and development of electric reliability at home and abroad, point the problem exsiting in the field of reliability research and present the way to evaluate the reliability of power plant.This paper is based on the probabilistic and statistics to evaluate the reliability level of a Water Power Plant, study the reliability indices of devices and the models of the life distribution, particularly introduce the evaluation to the reliability indices, the economic matters related to the reliability, and the management of reliability control. The paper also present the method to determine the period of maintenance according to certain principles, the evaluation to the maintainence effect to the devices of the power plant, taking the factor of weather, temperature and the amount of water into account to evaluate the reliability of the Power Plant, forcasting the life of devices and the time of failure fastigium.The next part of the paper present the development of the Water Power Plant reliability assessment system, which is carried on the environment of windows and developed by Visual C++6.0, this system can perform the reliability evaluation to power plants, by means of study the basic data of the plant devices, and find the weakness of devices simultaneity.This system can make report forms , which can be printed and shown to the manager. At the end of the paper we give an example to illuminate the whole process of the evaluation.
