The paper analyses the developing stage, actual and trend of Distribution Management System (DMS). To solve the problem that the development and application of DMS on traditional GIS is difficult and have a poor expansibility and integration-ability, the paper firstly puts forward a model of multi-layers component GIS that can meet the complex application of Distribution Management System (DMS) based on GIS.The model is based on component standard, so the paper analyses and researches some popular component standard in industry now days, such as Web service, CORBA, Open GIS and 61970-301(CIM). The design of the model conforms to the component standard that make the whole system have a good open ability.The design of multi-layers makes the component GIS has an explicit structure. Each function layer is encapsulated. It is loosely coupled between each layer. So the whole system is easy to migrate, assemble and integrate and the model has great expansibility and can satisfy the development and implement for complex application.Finally, the paper introduces the DMS project of Changsha Electric Power Supply Bureau. After domain Analysis, function abstracting, component extracting and modeling, the paper expatiates on the design and development of a component library based on GIS for DMS application in this project. This component library has the typical character of distribution management and good feasibility.
