With the acceleration of urban construction, the loads of urban distribution network have increased and the scale of it is also expanding gradually, more and more large-scale tall buildings have appeared in recent yeas, The power-up's style aimed at tall building loads is in fever of search all the way, but the style that supplied by 10kV branches directly can solve the malpractices result in low-voltage power-up. Power of these buildings is also supplied by 10KV branches directly. Many cities have rebuilt distribution networks, but the reform cannot change the network architecture of the whole urban completely because of cost and economic benefits. Therefore, how to optimize distribution network which contains l0kv power lines in large-scale tall buildings so as to make it run in economic and rational conditions and also protect the urban load as possible, has become one of the most important problems concerned by power enterprises.This paper first brings forward the network topology model suitable to urban distribution, and 3D network topology is presented boldly especially against large-scale tall buildings. Based on this topology, the work of distribution network optimization can be divided into two parts: network reconfiguration in normal operation condition and failure recovery after network failure. Both of this two methods are built on the current distribution network architecture and stick out economic benefits premised on reliability & safety through switch action. As to the implementation of network reconfiguration & failure recovery, the paper adoptsimproved IGA (Immune Genetic Algorithm) and Heuristic Algorithm. The improved IGA ensures the astringency of and work out the best network reconfiguration plan by means of evolutionary operation of crossing and differentiation. When using improved Heuristic Algorithm, Close the switches of LAN to form circularity configuration and then seek for open cycle switches under conditions of guaranteeing the safety flow, bring about several failure recovery plans and at last determine the best recovery plan in terms of evaluation index.Finally, when ArcView is chosen as the GIS software development platform, 3D model is used to describe the actual distribution of feeder lines in tall buildings in consideration of the increase of tall buildings in modern cities, which provides the favorable supplementary for the traditional 2D distribution geographic information map.
