Standardization is the trend of electrical information system, especially for Energy Management Sysetm (EMS). Heterogeneous data platform constructed with standard components is one of the key features of the new generation EMS supporting IEC 61970. The information model and application program interfaces supporting the standards are the core contents. Technology characteristics and performance of computer network, middleware and database are analyzed and tested; also the advantages and disadvantages of traditional data platform of EMS are discussed in this thesis. Based on the above work, a prototype system of heterogeneous data platform, which is based on middleware and support IEC 61970 Common information Model (CIM)/Component Interface Specification (CIS), is developed. It is composed of standardized database based on CIM and soft-bus based on CIS.IEC 61970 specifies Energy Management Systems Application Program Interfaces (EMS API). Its final goal is to help to realize plug and play technology of application software between different EMS. Common Information Model and Component Interface Specification are the two main parts of IEC 61970. CIM defines the logical view of physical model of electrical power system; CIS is the component interface specification for the access of CIM itself and the data.Firstly, based on a firmly study of CIM, the CIM database schema is proposed. A tool is developed to generate CIM schema automaticly, which is based on a real time object-oriented database.Secondly, based on CIS and distributed component technology such as Common Object Request Broker Architecture (CORBA), soft-bus for heterogeneous EMS is developed. This soft-bus provides the main services mentioned in CIS, such as Data Access Facility (DAF), Generic Data Access (GDA) and High Speed Data Access (HSDA).Finally, several application modules based on the soft-bus are developed, such as a browser for database by CIM/CIS based API, whole model importer/exporter, a power flow program based on CIM/CIS, etc. Interoperability testing and real-life applications prove that the work of the thesis is pratical.
