In face of flood disaster, the nation needs to adopt a strategy of flood control managerial measures to establish a modern safeguard system on flood control and disaster mitigation, in order to mitigate the losses and reduce the risk of flood disaster.The propagation of flood in flood diversion area is two-dimension non-invariableness flow. After researching flood rule of conventional numerical model, the two- dimension numerical simulating model of flood is established, which has introduced the non-structural and anomalistic grid to plot out the calculative domain. The size of grid is changeable along with terrain, hypsography and structure, which images the actual characters of calculate domain. Assimilating each virtue of difference and finite volume method, the flow on the border of grid is calculated and the water level in the center of grid is got. The partition of flood risk section is the precondition of flood losses evaluation. On base of the research archive of flood numerical model, a plotting standard is brought forward. The risk identity factors of each element are extracted, the four classes risk sections are plotted out. The research of flood losses evaluation is the emphasis in this paper. Having analyzed conventional losses evaluation model and model's virtue and defect, a classification flood losses evaluation model is discussed and the essential flood losses evaluation framework is brought up based on risk sections. Combining society and economy of flood diversion area, wealth loser and risk sections area, a classification flood losses evaluation model is set up, which has assured precision and reduces calculative quantity and can get better result.The research of losses evaluation method for non-detention basin is singularly. Making use of the boundary-fill algorithm, the non-detention basin losses evaluation is researched from theory and has been implemented in Chang Yang Area of QingJiang River.
