As the global economy develops at a high speed,the number of car in cities increases rapidly,traffic jam becomes more and more seriously,monitoring the state of road trafficin real time has been significant for us to collect traffic information, standardize the management of traffic ,city layout and so on。Here a novel peccancy surveillance based on video technology is brought forward to settle this problem. The thesis presents a technique combining the task "Redlight runner recorder based on video technology" cooperated with Jing'an Corp. in Guangdong province.The method of vehicle peccancy surveillance is usually achieved through inductor buried in the ground or axle sensor. This will damage the road surface, and bring much inconvenience for construction and fitting. Also they often need to be examined and repaired, all these bring lots of inconvenience.Here a method based on video technique is employed, and a new concept of loop detector which we call it virtual loop is brought forward for traffic surveillance instead of the old one which buried in the ground.In the thesis the performance of some arithmetic based on virtual loop are analyzed in detail, and some of them are applied to our system selectively and synthetically, combined with other image process technology. This will optimize our arithmetic, avoiding the system from miscarriage of justice.The system was exploited on the flatform of Win2000 with C/C++ language, its setting up deals with image process, multithreading and multithreading synchronization, GPRS and serial port communication and so forth, all the parts work in line to bulid a banausic and steady system.
