The philosophy and methodology of performance-based seismic design (PBSD) has been an extensive topic discussed by earthquake engineering experts at home and abroad, and this method has its obvious advantages when it is applied to the design of structure-controlled systems. For this purpose, based on the research work for performance-based seismic design at home and abroad the evaluation and design of buildings equipped with passive energy dissipation systems has been introduced in this paper. The main contents are as follows:According to the characteristics of structure equipped with passive energy dissipation systems, this paper sets up an performance-based seismic design principle, puts forward different performance objective according to the importance of buildings and discusses the implementing method of performance-based seismic design.By means of the theoretic researches on the capacity-spectrum method, the design diagram of buildings equipped with passive energy dissipation systems are presented in accord with some approximate and reasonable assumptions, and a practical and simplified computing method for calculating equivalent damping ratio is proposed based on the restoring property of the passive energy dissipation equipments.A 6-storey frame structure equipped with two different energy dissipation equipments is designed with capacity-spectrum method respectively. At the same time it is analyzed in time history analysis with SAP2000 finite-element analysis program. The results show that the capacity-spectrum design method for buildings equipped with passive energy dissipation systems advised in this paper are reliable. The results got by the time history analysis prove that the passive energy dissipation equipments can reduce the earthquake actions in the moderate and marjor levels earthquake effectively.
