ITS is the exclusive way to realize modern transport system and one of the research hotspots in the field of internal and overseas transportation. In this paper, the general analysis of ITS is given. Based on the detail analysis of architecture and research content of ITS, the method of system analysis from the view of disciplinary, service function is proposed. APTS is an important subsystem of ITS, its aim is synthetically to apply high-tech to transportation dispatch and management of public traffic vehicles (PTV). In virtue of integrated idea of systems engineering, real-time, exact and high efficient public traffic transportation system is established. It's the most importance for our country with compared hardware conditions. This paper focuses on researches and realizations of intelligent vehicle dispatching systems. Considering existed problems of current PTV, I use basic principle of ITS to study intelligent dispatch for PTV in APTS and its related technologies. This paper gives a general design framework for public traffic intelligent dispatch system (PTIDS) with systems engineering method, the structural systems for PTIDS are systemically analyzed. The paper summarizes the general situation and progress in orientation navigation, mobile communication, etc and scheme out the whole design project of GPS-GSM vehicles' intelligent management and dispatching system according to the system's functions.Based on what mentioned above, dispatch problems of static and dynamic state for PTV are studied and discussed with genetic algorithm (GA) and Hybrid GA. Asa parallel and holistic optimization searching algorithm, GA is fit for the solution to vehicles' dispatching problem which has a large scale and discreteness takes on upstanding holistic optimization and robustness. It can quickly and effectively gain the optimum solution to vehicles' dispatching. Making full use of intelligent characteristics of GA, static dispatch of PTV is improved effectively. Consequently, operation efficiency of PTV is enhanced. Firstly, the problem was transformed to an optimization problem within resolution space. Secondly, a reasonable target function was presented. At last, some peculiar methods was designed and used in the genetic algorithms to achieve optimizing result with the least possible computing steps. It was proved by experiments that genetic algorithms could resolve the bus arrangement problem described in this dissertation.Based on study of the existed evolutionary algorithms' property and enlightened by the immune principle of creature, an advanced algorithm--IGA is creatively proposed. I apply this method to solve some optimization problems in PTIDS. The results show that IGA is simple, efficient and robust, and can overcome the disadvantages of traditional optimization methods and the existed GA.Subsequently, on the basis of static dispatch, taken PTV dispatch management characteristic into account, the strategies how dynamic dispatch to be realized are studied and the implement methods are executed by means of automatic technology, communication and computer. Continuously optimizing the dispatching project with GA after factual running information of the dispatched vehicles is obtained via the GPS-GSM system. In this way, operation management efficiency of PTV is further improved and the essential technology serve is prepared for the actualization of intelligent dispatch of PTV. Eventually the aim of the intelligent management and dispatching of PTV, improving the efficiency of the PTV is achieved.
