The progress of urbanization speeding up, factors such as expanding staunch area staunch area, mankind affection on nature water system, etc, have caused many urban drainage problems. One more outstanding problem is about the relationship between city center draining standard and area draining standard . City center draining standard and area draining standard has close relation, but is not all the same in concept. The programming and constructing of urban area drainage is under charge of water conservancy department, while the programming and construction of city storm sewer drainage is charged by city construction department. Though both of the two departments calculate design runoff through certain frequency rain-storm method, designed rainfall and runoff are quite different due to different method in choosing sample data and in calculating runoff produce and confluence, which result in unjoined design runoff of the two. This paper investigates rainfall data of typical city in Jiangsu province, and analyzes factors affecting both standards establishing, in order to search for a method to join the two well, so as the relationship between storm sewer standard and river draining standard.
