Supported by the Research Fund for Doctor Program of High Education under grant No. 20020079003, and Hebei province electric power reconnaissance design institute, the shielding effectiveness (SE) of the reinforcing wire mesh and reinforced-concrete is studied by the using of moment method (MoM) and the finite difference time domain (FDTD) method. Because the SE is determined mainly by the reinforcing wire mesh in the structure of reinforced-concrete, NEC as a kind of electromagnetic field computation software based on MoM is used to analyse the effect on the SE of the grid size, wire radius and the frequency of incident wave. The SE of a model built with reinforcing wire mesh is test, too. Furthermore, the SE of reinforced-concrete for the transient electromagnetic field is studied by the FDTD method According to the basic theory of electromagnetic field shielding and formulas, the feasibility of the design of relay-cell in substation is discussed. Some advice is brought forward aiming at the conservative project and the feasibility of the reinforced-concrete used as shielding material in the structure of relay-cell is studied too.
