With the upgrading speed, the quasi-high speed locomotives have emerged in some new problems on dynamics performance in Chinese railway, which adapts difficultly locomotives to demand of the upgrading speed. In order to improve the lateral dynamics performance of the quasi-high speed locomotive, to suffice various railway conditions and the demand of upgrading speed 200km/h, investigations are important theoretical and practical significance on existing locomotives (SS7E locomotive chose in his thesis) introduced active or semi-active control technologies.The dynamic models of passive suspension and secondary lateral semi-active suspension based on sky-hook control with 42 freedoms locomotive are set up respectively with the SIMPACK software, to investigate lateral dynamics performance of the secondary lateral semi-acitve suspension quasi-high speed locomotive.Then, the validity of improving the ride comfort of the locomotive by semi-active suspension is investigated. At the same time, the disadvantage of secondary semi-active suspension is studied, that is the dynamic prefermance of the frame and wheelset will be worsen when the semi-active suspension is adopted. So, multi-indexes are adopted to optimize the suspension parameters, such as the ride comfort and the dynamic performances of frame and wheelset. The controllable damper's positions and the high damping coefficient are optimized. And a set of fit parameters is gained.The stability, ride comfort and curve negotiation of the optimized secondary lateral semi-active suspension locomotive are studied. Comparing with passive mode, this semi-active suspension locomotive is more stable, 25% is improved on the ride comfort, and the curve negotiations have little difference with the passive suspension locomotive. When with the speed of 200km/h this semi-active suspension locomotive is running on the V grade track condition of America, the ride comfort of the semi-active suspension locomotive is good.
