Nowadays, there are more and more vehicles in many big cities and middle-sizedcities of China. Then there are more and more vehicles which get much trouble towork of correlative managing departments, some vehicles are thieved. A number ofvehicles fall into arrears. A part of owners of vehicles cause trouble and run away.Even some people fake vehicles license tags. At the same time, many pickup camerasare installed in crossings and main drags. These pickup cameras are used to managetraffic and protect public security. But in monitor chamber, the monitoring is manualwork. Most of problems which are made by vehicles that are in steering are solvedby manpower. These problems can not be solved by automatic discriminating disposal. This paper discusses that we can use the least cost to construct an intelligentreal-time monitoring system which is based on monitoring networks that are alreadybeing used in correlative fields. The intelligent real-time monitoring system canmonitor crossings and main drags round-the-clock, automatic. So that it is easierto search and find vehicles with problems. Then correlative managing departmentscan be quickly informed to deal with problems. This paper describes all parts of the intelligent real-time monitoring system,its flow chart and parallel processing pattern. And the thesis discusses that thesystem apply two pivotal parallel algorithms .One is tracking and location methodof image. The other is character recognition. The system uses microcomputer to construct the high-speed PC LAN. The high-speedPC LAN is the hardware platform which is used to parallel processing. On the otherhand, Parallel Virtual Machine which is base on impressing message is softwareplatform. The parallel processing of location of image implements area lossless segmentationin space domain of image. Each node of the processor deals with a substructure. Weadopt the method of full fuzzy template parallel matching to solve an image whichmany license tags of vehicles are printed in. Matching of character of vehicles license tags adopts full template to match.And each character in a suit of template adopts parallel matching and parallelrecognition, too. In this paper, we construct the intelligent real-time monitoring system is onlya prototype system. From the theory, the thesis solves Technological feasibility.It demonstrates and analyses economic feasibility. There are lots of research and work to consummate the intelligent real-timemonitoring system. I will try my best go do this research.
