Basically, patrolling management of power lines is a safeguard for safe power supply. The existing methods can not meet the need of automatization of power system for the sake of their limitations and shortcomings. For the purpose of improving the efficiency of patrolling management in power system and perfecting the operation management, this paper puts forward a new scheme for power line patrolling aiming at the characteristic of patrolling management of transmission and distribution lines and the demands of automatization. Combining the respective advantages of GPS(Global Positioning System), GSM(Global System for Mobile Communication) and GIS(Geographical Information System), 3G-based patrolling management system of power line is developed. Whenever finding pitfalls or fault on the line or equipment, GPS-OEM-based receiver will position the precise location of occurrence. Then SMS(Short Message System) of GSM will transmit positioning data and problems to the management center, and management center resorts to the GIS for the accurate geographical location corresponding to the latitude and longitude. Fault diagnosis model can judge reason for fault and figures out a reasonable scheme, which is sent back to the GPS-OEM-based receiver for the worker to implement. In this way, the running conditions of lines and equipments are in the command of management center, avoiding any latent trouble. This paper takes charge of development of software and hardware of handheld GPS-OEM-based receiver, including the interface and communication between LCD model, keyboard and GPS-OEM and singlechip, receiving and coordinates transformation of GPS data; To improve the positioning precision of single point, collected GPS data are processed by MATLAB curve fitting toolbox and clustering analysis functions. First, data are smoothed, then K-means clustering is applied to form some clusters using kmeans function in MATLAB. Having analyzed the clustering results, then data ranges that should be excluded are determined in terms of the analysis of Silhouette Value for spatial classes.
