The power industry is very important for the development of our country. And it become more and more important with the developing of our national economy. It is urgent to improve the automation and the management of the power system in our country. At the same time many researchers have throw oneself in the research.The author have made lots of research on the SCADA(Supervisory Control And Data Acquisition) of distribution automation system and the reactive power optimization of energy management system in the thesis. The paper begins with basic concepts of reactive power optimization and SCADA. Firstly, the purpose and the sense of reactive power optimization and the basic construction of SCADA are described; Secondly, the characteristics of reactive power optimization is summarized and the developing of it is analyzed in the way of algorithm and then an improved Genetic Algorithm is presented; Thirdly, the improved Genetic Algorithm is applied in a practical network of a distribution system and the result is shown; At last finally, the mostly functions main function of SCADA are designed and the problems and the key technology are analyzed.The Maluwan SCADA system which has been analyzed and designed in the thesis has passed the test which was organized by Shenyang Power Bureau. The author took part in the design of system database, the design of date management, date acquirement and etc.The main contents include:1. The necessity and the sense of reactive power optimization and the structure of power SCADA system were discussed. The result shows that the reactive power optimization is very necessary by analyzing the reactive power and it's effect on voltage and losses. The feasible project is designed for Maluwan distribution.
