In this essay, taking city water supply system as the plant, use neural network to creat DM-RBF algorithm which is adapt to water supply burden prediction. And we found it has good performance. In the optimal scheduling of pump station, based on the prediction model using DM-RBF, a modified evolutionary algorithm was proposed, which consider the running characteristic and the requirement of optimal control, and it was proved it's energy-saving effect. And we discuss the water pipe network's hyctraulic simulation module, disposal accident module, and find a method which deal with the multi-accident spot at same time in the network via the effect of the each accident spot, then get the optimal way. In this essay, use ActiveX to discuss program combining Matlab and Borland Delphi .And we'll realize water supply burden prediction and optimal scheduling of pump station by the Matlab's powerful calculating. And we discuss and analyze the solution of GIS realization based on our systematic research on ComGIS appliance. With the Object-oriented technology and the COM technology, the essay introduced the Water Supply Intellgent Optimal Scheduling System, which integrates with Delphi and MapInfo MapX.
