Research On Content And Method Of The County Master Planning

With planned economy moving towards market economy, various kinds of regional questions are influencing the whole development of the region. But, The urban planning law of the People's Republic of China carried out in 1990 haven't clear regulations about the content, depth of regional planning. County is the base unit of our regionalism, the intact basic region cell relatively of our chain of command. it is the three entities of economy,society and material construction, the most obvious direct region space that blends in urban and rural areas. The space in urban and rural areas of our counties is forming the new economic and social network in coordination with development in urban and rural areas. As the special region space type between the city planning with the town planning, the county planning can be regarded as the breach of present regional planning of our country. Traditional city master planning can't solve every developing area questions from a close area range. The system planning stay leadership in macroscopic and control aspect, and can't implement the area at operating aspect. Meanwhile, every sub-plan proceeds from technological angle of every department and lack the whole coordination on the space. The thesis passes the contrast research of relevant planning, put forward the concept of the county master planning. Commander as every planning of county land, the county master planning is to implement the national economy and social development plan, the master planning of land utilization, the agricultural regionalization, the environmental protection planning in the county etc, coordinate every town master plan, combine every sub-plan such as culture, education, travel, traffic, water, electricity plan etc. The thesis combines the county master plan instance that finished, proposes the plan target, content, method and achievement etc, attempts to unify the standard and criterion in order to guide the establishment of the county master planning. On this basis, The thesis analyses the problems needed to solve especially in land development of the county at present further and puts forward the corresponding settlement countermeasure.
