With the development of modern power systems, the transient stability problem becomes more and more seriously. Voltage phasor is the important parameter of the power system. Especially, the generator phasor, which is the key criterion of monitoring the steady operation of whole power line and its electrical equipment, is the essential parameter of power line operation. The major function of the substation of monitoring and management software is to deal with the data, which are collected by PMU, and to figure out the phasors. Then send both the data and the phasors to main station to be analysed and monitored by main station.First, the principle and method of measurement of generator phasor is introduced, and a new method for measuring the position of the rotor and the real-time rotor angle of the synchronous generator using GPS and tachometer is presented I this paper, which can be easily realized in engineering practice with high accuracy.Moreover, the demand analysis and integrated design is made for substation monitoring and management software. The communication is especially designed and the communication protocal is introduced.What's more, how to make the function of software true is represented specially and a communication technology which is based on OS message queue mechnics between threads is given. Make use of the technology a simplified real-time fire control software system is developed. Test show the system run smoothly and reliably. And the communication speed is not degraded.
