From the development of building industry, it is to see that the building industry wants to experience three stages: It is namely large-scale newly construction, newly construction with retrofitting and mainly building strengthening. According to statistics concerned, the value of total building construction has added up to 8616 million Yuan by the year of 1998 in china, among which the value of building retrofitting has been up to 1457 million Yuan. So the Chinese building construction has entered the 2ed stage. Combing the actual condition in China with the experience of construction engineering development in the world, it is affirmative that the building's appraisal and retrofitting will have vast applied foreground and will have the important and realistic meaning to the country's modern developments. Someone predicts, the structure's strengthening and retrofitting will become the newly arisen industry in the engineering of 21 centuries.On the basis of Xining gym's retrofitting, through finite element analysis, this paper has a scientific analysis of the mechanism of the structure in the current actual load preceding or after the gym's strengthening. This paper also gives a reasonable explaining of the members' cracked and damaged, used wet encased steel to strengthen the disadvantage structure members. This paper's work mainly includes the following aspect:First, the using condition and function about the gymnasium was studied, primarily including the material property, the examination of the geometry parameter, the Junction on the building, structural usage environment and usage history, construction arrangement, brace system, detailing of members connection etc.Second, According to the spot measure and the analysis result of the finite element procedures ETABS, PKPM, this paper makes a reasonable analysis of the structure, finds the mainly reasons about the structure's cracking and damage and makes a science evaluation of the structure.And third, Adopt with wet encased steel strengthened the disadvantage members to satisfy the actual circumstance. At the same time, this paper proposes some essential measures aboutstrengthening designing and construction.
