Research On Accidental Vehicle Technology Expertise Norms And Software Development

With the great development of the automobile industry and transportation, traffic accidents in road have become global menace. Once the accident happened, the parties pay high attention to expertise results of the safety performance technical status for accidental vehicle. The new road traffic accident vehicle law has made special provisions. However, the current safety performance technical expertise work for accidental vehicles lacks of relevant laws and regulations, technical characteristics of modern cars, workable identification norms to guide this work. Therefore, establishing new technical expertise norms scientifically can control the identification processes, which will greatly improve and enhance the identification work quality and efficiency.Firstly, this paper statistics the traffic accidents original data of Chengdu-Nanchong highway (0~75km) from December 2002 to December 2004, analyses the factors and distribution of accidents happened in cheng-nan highway, points out that the occurrence of traffic accidents is human-vehicle-road-environment system combined result, but the technical condition factor of vehicles can not be overlooked.Secondly, the third chapter introduces one of factors causing traffic accidents, and then develops the technical expertise standards of traffic accidental vehicles' safety performance by collecting the preliminary information about topics;analyses the function of accidental vehicle technology expertise;introduces the relation of expertise and standards, requirements, choice of projects, identification procedures, and requirements of technical expertise instruments, in order to regulate the accidental vehicles' technology expert work.Being base of previous work, the author develops the computer-aided identification management system software for accidental vehicles' safety performance, which has made detailed presentation in the fourth chapter. The software is primarily made up of two components: database management and technical experts. Database management is consisted of standard data and vehicledata, which mainly get functions such as simple data enquire, addition and deletion of data. The technical experts mainly includes three points: major accident basic information recording, system and components identification, authentication generating.Finally, the fifth chapter introduces one example of accidents occurred in Cheng-Nan highway, using the computer-aided software to identify, compares the result from the software with experts, pointes out that the two results consistency. Through testing, the software was proved that it can be applied to the actual identification work.
