This paper mainly works on the second program on innovation of vehicle advanced design and produce science and technology of "985 project" about research of HEV electrical control system in Hunan university.Combined with that program, a new design method for a kind of parallel hybrid driving vehicle is presented in this paper. At first, this paper analyses the main technologies of new electric vehicles - pure electric vehicle (PEV), hybrid electric vehicle (HEV) and fuel cell vehicle (FCV). Then it presents the main design of a parallel hybrid vehicle and talks about the selection of important components of the parallel hybrid. The information flow among each component is analyzed in detail. Based on that, a CAN bus network is used to control all components and its protocol of application layer is also designed.An intelligent energy management controller, which based on DSP technology, is developed in this paper. Its software and hardware design is also presented in detail. And the idea of blocking is putted forward in the paper. It makes the work time of repeating decreased .That controller can manage the energy flow among engine, motor and battery so that to cut down emission and fuel consumption.The following in the paper has discussed the control strategy of HEV based on fuzzy logic. The strategy has optimized the work space and work efficiency of engine. It is the most important point in HEV control system. At the same time, the strategy of regenerative braking power has optimized by fuzzy logic and the characteristics of battery is include in the controller. After established the models of different components of HEV, some simulation tests, which results show the excellent effect of our control strategies that points to the optimizing between engine and motor, the optimizing of CVT and the efficiency of regenerative braking power, have been done on Cruise/Matlab. The results of simulation and test show that the strategy is effective. It cuts down the emission and fuel consumption. At last, it designs a monitor in the paper so that it makes the test convenience.
