With the development of the small satellite, the investigation of formation constellation which consists of small satellites becomes popular over countries in recent years. This paper research the measurement method of the constellation, (include the ground-based absolute measurement and the space-based relative measurement), and the application of the constellation in relative positioning, especially the application in using our own side constellation to position the noncooperation constellation relatively.This paper, firstly, describes the motion of the constellation, and select triangle formation constellation as our own side constellation, select horizontal circle formation constellation as the noncooperation constellation for research. And then, the scheme of measurement was present after analyzing observation condition, namely, the orbit of the primary satellite was measured and determined by the ground-based station first, and then primary satellite performing relative measurement to the following satellites, then make use of the technique of passive, the whole constellation measure the noncooperation constellation in optics method. Finally, the accuracy of positioning was analyzed after mathematical modeling and simulating.The result has the reference value in the measurement of our own side constellation and the application in space objects surveillance.
