As a systems engineering, Public policy of environment bears three bright features, namely, legal authority, public value orientation and political activities. It is of great impendence and importance for government and public on how to make best use of public policies to cope with the problems of environment, especially the problem of protecting water resource effectively and scientifically. By taking the water resources protection as the case of public policies, this thesis sets about from the process and theory analysis of the formation, implementation, evaluation of the public policies, respectively, making a profound analysis of the principles, procedures, measures, and the features of model of the implementation of the public policies. Simply put, this series study of the pertinent theories and the solutions of the problems will be beneficial to make scientific and democratic decisions of protecting water resource and water resource environment.The study is proving that there are many shortcomings exists in the present implementation of the public policies of the water resources protection in our country, such as the policies formation without the consideration of justice efficiency, decision-making system without integration, and procedures implementation without effective intendance and the positive economic policies, etc. Apparently, those problems were generated from the policies implementation out off benefit driving force, the disadvantages and limitations of the implementation institutions and the management system of it, however, to look profoundly, these problems are, actually, something belongs to the essential concept and value orientation of public policies. Thus, promoting the efficiency of the policies implementation requires the correlative departments to improve the recognitions of the theory, management, safeguard, economic policies, enforcement, resources lawmaking, and the technique factors of the public policies, transferring the convention of water resources protection to water resources management, establishing the management system of water resources protection and pay more attention to the important protection areas of the public crisis. Moreover, involving the public into the decision-making, intensifying the democratic supervision, developing the according regulations, and perfect the finance policies which contains the water price policy, all of these measures can be beneficial to the establishment of water-saving society and the scientific selection of the public policies of the water resource protection.
