Mobile Vehicle Detection System Based on Video(MVDS)is a very important part of ITS. It is an intelligent system that include many techniques, such as video vehicle detection, license plate recognition.This thesis researches video vehicle detection and license plate recognition, which are the two key techniques of MVDS. And researches the system framework, system functions and system modules of MVDS. In the research of video vehicle detection, this thesis analyses two often used and important video vehicle detection methods: adjacent frames subtracting and background frames subtracting, and researches self-adapt background model, makes improving about the speed control of training of self-adapt background model. This thesis develops a blend detection technique that based on segment the input image to small parts, which can greatly improve the question that the vehicle images disturb the training of background model. In the research of license plate recognition, this thesis analyses the three key processes of license plate recognition: the license plate position, the character partition and the character recognition. Researches the license plate position method that based on slide-window.
