In recent years, the rain-storm result in the accumulation disaster inside the city is increasingly serious. It is not only aggravated the drain mission of the city, but also influenced the economy construction of resident's life. The city flood becomes the severity natural disaster for the city. For the further exaltation level and the ability of meteorological service, it needs established one accurate and real-time warning system. It could be combination of hydrodynamic and weather forecast. It could directly simulate and forecasted the accumulation disaster and strengthened the ability for meteorological service. The importance of established the city-flood model is obvious.In research area of city-flood, as numerical simulation for natural phenomenon, it hadn't uniform theory and model. Many scholars hadn't applied variation coefficient convection-diffusion equations to exactly describe city-flood and hadn't applied finite element method to solve it. Moreover, it hadn't inverse coefficient. In this article, it attempt to be research in this aspect.This article elaborately introduced the theory and actuality of city flood. And it clarify the process of rectified model: replace terrain function to diffusion parameter, integrate rainfall function, drain function and seepage function to function item. Then it chooses finite-element method to solve convection-diffusion equations. It applied to this model. Classical optimal inversion method-Best Motion method is used, constructed arithmetic for the related parameter of equation. Apparently, this model could exactly described city flood. Inverse method is feasible in the process of simulation.
