The declined historic quarters with the concentrating of poor population are usually the areas of social problems. But in the process of revitalizing the historic quarter and improving the living quality, the price of house will evidently rise, a lot of new habitants arrive and the original habitants have to remove. The process induces the change of the population structure and the social conflicts. How to remain a part of original habitants in this process is the theme of the study.France has a completed system of historic heritage conservation. The contents of historic heritage conservation don't only limit in the protection and restoration of historic buildings and quarters, but also include improving the living quality and the economic energy, protecting the rights and interests of the original habitants, keeping up the local social mix and harmonizing historic heritage conservation with the development of the city. For remain a part of original poor population, it needs to establish a system of social house. The housing improvement planning operation is one of the important social politics in France, which has two objectives—protection and appreciation the historic heritage & maintenance a part of poor population. Based on the practice of "les Pentes de la Croix-Rousse" in Lyon, the study analyze the French politics of revitalizing historic quarter.The last part focuses on the social problems in the Chinese historic quarters. Comparing with the French experience, the study proposes that the Chinese government should help the habitants to restore their own domiciles, complete the system of social house and hold a part of building as social house in the historic quarter to avoid the social segregation.
