With the rapid increase of electric power load, especially the increase of unbalanced, impact and nonlinear loads, the power quality problems have been more and more serious. On the other hand, more sensitive loads need higher power quality with the development of information technology. In recent years, the disputes and faults induced by power supply quality trend to ascent. It is increasing important to manage power supply quality and treat the electric pollutions. This thesis focuses on this subject, Power Quality Simulation and Decision-making System (PQSDS) was consummated.Based on the central problems researched in power quality and requirement by fieldwork engineers, framework of PQSDS was brought forward. Main features of the system were carefully designed. Harmonic power flow and expert decision system was discussed in detail.This paper focused on power quality expert decision and discussed the significance, intention and function of PQSDS's expert system. Implementation such as knowledge base, database, inference engine, explain mechanism and knowledge acquisition was farther illuminated.An example based on IEEE-13 system was given at the end of this paper, which proved the practical of this system. The development of PQSDS was also made.
