In this study, firstly we analyze the actuality of domestic and overseas en-ergy and environment pollution, indicated that it is nessessary to save energy in HVAC system in buildings. Heat pump system is a heating(cooling) system which is energy saving and little pollutiting to environment. Surface water source heat pump system(SWSHPS) can get well effect in the district using it. Whereas characteristics of Songhua River in Jilin City, Jilin Province, the area possesses the basic conditions of using SWSHPS, so the main task of this paper is analyze the feasibility of using SWSHPS in Jilin City and how to use it.According to the characteristic of buildings distribution along the river, we take villa buildings as consideration, analyze the heating properties of villa build-ings, on the basis of one-stage heat pump system, bring forwad a new type of heat pump system: double-stage water/water+water/water heat pump sys-tem(DSWWHPS). The characteristics of this system is it can be used lower water temperature areas, using a close refrigerating medium cycle to finish heat ex-change with river water, have no assistant heating system and depends on the electric power to drive the system, energy saving and environment protecting. Because of the characteristic of the system, we choose Songbin Resort as object to study the double-stage heat pump system.According as the equipments chosen in the system, we have set up the math model to the system. In the light of the flow chart, we use FORTRAN language to simulate the course of the system. Because the system is composed with first-stage system, second-stage system and user ending fan-coil system, we analyzed many control schemes in every stage and finally we have confirmed the best con-trol method. Using the best method, we can make conclusion that the indoor air temperature can be maintained above 20℃, and the HSPF achieves 3.46. Proves that the system can be controlled and the effect is excellent in the abstract. And applying the result of the simulation, we may evaluate the system from energy, environment and economic aspects, and compare with other three schemes which can also be used in Songbin Resort from the three aspects, and then found whichi is the best and the worst in each aspect.
