A conventional heat meter needs to measuring quantity of heat by measuring the flow rate, temperature difference at the inlet and outlet of the pipeline, and by carrying on the integral computation, its technology is complex with low precision and high cost, In view of the current heat meter technology characteristic, this paper proposed one new heat measuring technique, which relies on the law of conservation of energy by comparing the temperature changes caused by two energy fluxes.This measuring technique has the advantage over a conventional heat meter. It does not need to measure the flow rate, and thus avoided the flow rate influence; Moreover this method is extremely simple, only needs to measure two temperature differences as well as a voltage and the electric current, and then reduced the production cost. This measuring technique used conventional measuring device, so the obtained result can reach an extremely high precision.In order to demonstrate the feasibility of this method, this paper used the numerical simulation to carry on the method which the theoretical calculation as well as the experiment confirmed to it to carry on the comparative analysis. The numerical simulation was made by the c language to have the possibility to study the influence factors to the measurement result. The experiment was also made to compare with the computation. This paper takes water and air as working fluids, and the agreement between experiment and the theoretical calculation shows that this new type of calorimeter is feasible.
