Now it's a hot research on the health monitoring, damage detection, and safety evaluation of large-scale engineering structures such as bridge, with many new technologies developing fast,such as computer technique, 3S technique (GPS, GIS, RS ), autocontrol technique(ANN), immensity transfer technique, and vibration testing methods improving continuely, it's more meaning realistically to use these new techniques and methods in civil engineering. In this paper, following the works of"the GIS-based structural health monitoring system"in the task team, Hongkong TingMa Bridge as a example, a procedure of health monitoring and damage detection coupled with the functions owned to GIS specially is designed, RBF net is applied in damage dectection of TingMa Bridge, a integrated evaluation method for bridge is presented.In the begining, the status quo of bridge using and the researches on bridge health monitoring system and GIS in the whole world is summarized, the purpose, the meaning and the contents of the work in this paper is introduced. Then the method, the tools and the functions which is based on the GIS in designing Bridge Health Monitoring & Safety Evaluation System (BHMSES) is analysised, the structure of datas in this system is brought forward, with TingMa Bridge as a example, the programme modules is designed, which is to link the geography information and property information, thus to make all types of information visualized, and to label the datas on the map in the style of statistics chart realized by the function of theme particular to GIS, thus to make analysis more directly and vivid.In the research on TingMa Bridge damage dectection with artificial neural net, in this article, the fequence and the mode parameters at some keypoints before and after the damage are used to make the damage indexs to train the RBF net, there are satisfying precisions in identifying the damage position and the damage dagree,and the net has a ability of self-study when being used in identifying unkown damage type.At last, the status quo of bridge safety evaluation is given, then the evaluation methods proper to large-scale bridge are combined, the important proportion is get with Analytic Hierarchy Process (AHP), the usage of changing the important proportion make it obvious in the evaluation result that there is some element damage seriously, still TingMa Bridge as example, which damage is simulated via computer method, the evaluations of three items of cable force,cable tower and stiffening girders are worked.
