Reviewing the historical development and studiedly present condition of transient stability analytic method which is based on structure-preserving mode and out-of-step splitting device, aiming at commonly wrong movement and movement resistance of out-of-step splitting device and difficulty of splitting point selection, this dissertation brings forward how to identify critical cutset in the system , based on topo-structure and parameter of network. Its basic thought is using the idea of coupling to form magnitude of weight coefficient of cutset in the network and identify weak place in the network according to magnitude of weight coefficient, recognize critical cutset which is easiest to make the system lose stability by means of inherent subarea structure characteristic of transmission network. In the same time, it establishes some foundation for distribution location in power system of out-of-step splitting device.Out-of-step splitting which is an important measure to assure safe running of power system, is the last line of defence to assure the whole power network not to collapse completely. The dissertation brings forward that using phase angle difference of two end of line is regarded as the criterion of out-of-step splitting theory, based on the foundation that using network topo-structure recognizes critical cutset. Then, it has a detail introduction for distribute location of out-of-step splitting in power system. This dissertation points that choose of out-of-step splitting distribution location is not only on the principle of quenching oscillate, but also should assure to enhance self-comeback ability of subsystem after disintegration as able as possible. Furthermore, this dissertation does tentative analyzing for control measure, which is needed after splitting of system.The simulation on six machines and ten machines testifies the validation of the proposed method.
