Along with the development of distribution automation system, more requests have raised in the dealing-with the fault. As the terminating equipment in the power system, the reliability and the intelligent level of the circuit breaker affect the stability and automatization of the power system.At first, the paper introduces the principle of the controller's design, and then puts forward the microcomputer mode for realizing the permanent magnetic actuator control. After the demerit of the concentrate scheme is analyzed to identify the single-phase grounded fault in the non-effectively grounded system at present, it gives the line-selection scheme based on the controller and short message service. After it concretely studies the algorithm of the fault line selection, the mean of steady fundamental harmonic component's orientation of reactive power is proposed for fault line selection. The fault area judgment is proposed based on the identified result.The design makes microcontroller LPC2214 of Philips Corporation as central processor. The hard platform mainly includes peripheral interface circuit, analog signals sampling module, human and machine interface, communication module and power module. According to the characteristic of permanent magnetic actuator in vacuum circuit breaker, the circuit for driving the actuator to close and measuring the voltage of capacitance linearly is designed. In software, the paper researches how to turn the developing of RTOSμC/OS- II on platform as kernel, in order to convenient the software compile and upgrade in future. And it compiles the application software including drive the actuator to close or open, electric parameter sampling, the algorithm of line selection and communication. At the same time, it gives the steps of resolution on reliability.At last, the paper designs the experiment scheme to validate the main function of the drive, the fault line selection and GSM communication, then analyzes and compares the result. The hardware circuit, emulation, the correlative programmer and arithmetic's debug are completed in the paper. The controller realizes the main function in design. The research and experiment result proves that: the design structure of controller is reasonable and modularized. It satisfies the technology requests, and has well reliability and practical.
